He and Vernon A. Russell have been law partners since 1989. Joseph H. Plummer joined their practice in 2001. Franklin Plummer is a member and former President of the Cabarrus County Bar Association. Also, he is a member of the North Carolina Bar Association and the North Carolina Advocates for Justice. His primary areas of practice include Worker’s Compensation, Personal Injury, Family Law and Wills, Trusts and Decedents’ Estates.
Over his long career, he has successfully defended clients in first-degree murder trials as well as trials involving a wide variety of other felonies. However, one of his proudest moments was collecting a lump sum of over $60,000 in past due child support for a woman and her young son who had been forced to live the life of destitute. Franklin was able to learn that the deadbeat father stood to inherit a large sum of money. Mr. Plummer plotted and followed a long series of legal maneuvers to ensure that all sums due the mother for the support of her young son were collected from the father’s inheritance.
While in high school, college and law school, Franklin worked several blue collar jobs, including farm work, textile mill employment, construction work and even climbed electric transmission towers to hang insulators from the arms of towers. He believes that his background has given him a unique empathy and sense of compassion for his clients. He is the son of a US Army colonel who attained that high rank without the benefit of a college degree. Franklin carries on his late father’s creed that “you are what you make of yourself,” and that “you are no better than anyone else, but you are as good as anyone else.”
Mr. Plummer has served on numerous community service boards of directors, including ARC, Cabarrus Group Homes, Samaritan Soup Kitchen, American Cancer Society and Multicultural Youth Group. He has been cited for his volunteer service as a Cabarrus County Teen Court judge over the past twelve years. He belongs to American Legion Posts in Concord, having received an honorable discharge from the United States Army Reserves as a captain. He and his wife, Sharon, are active members of First Baptist Church, Concord, where he serves as Deacon and Church President. Frank is an original investor in Lawyers Mutual Liability Insurance Company of North Carolina. He cherishes the outdoors and particularly enjoys hiking in the North Carolina Mountains.
He represents plaintiffs in medical negligence matters and serious personal injury claims, arising from the negligent operation of motor vehicles. Additionally, he handles serious workers’ compensation claims for injured employees and defends compensation claims for uninsured employers.
In the criminal arena, he has a reputation for accepting the difficult cases and has successfully handled countless major felony matters, including capital and non-capital murder, felony sex offenses as well as misdemeanors, including driving while impaired and death by vehicle cases. Many clients are referred by other lawyers. Among his clients have been other lawyers and professionals, and he is widely known and respected for his successful representation of a 23 year career public school teacher who was charged with sex offenses against his female students.
Mr. Russell’s advice and counsel is often sought by colleagues and he has been a panelist or speaker at legal seminars and events involving legal issues, trial practice and procedure and continuing legal education. Mr. Russell believes that legal scholarship is a lawyer’s greatest asset. He prides himself on researching and understanding the principals underlying legal concepts and opinions, and effectively transforms this knowledge to power in communicating with witnesses, judges and juries. Jurors often comment that he has handled a case well, effectively communicating the facts and issues necessary to arrive at a just decision. His reputation amongst his colleagues is that he is well versed in the law and a most capable representative.

Vernon is married to the former Edith Bridges and they make their home in Kannapolis, North Carolina.
Joe cares about his community and has enjoyed serving it in the following past and current endeavors: Cabarrus County Boys & Girls Club Board of Directors Member and youth basketball and football coach; Hispanic Learning Center of Cabarrus County Board of Directors Member; Hospice and Palliative Care of Cabarrus County Board of Directors Member; Cabarrus County Conflict Resolution Center Board of Directors Member, second vice president, volunteer teen court judge and volunteer of the year recipient. Professionally, he is a member and former President of the Cabarrus County Bar; North Carolina Advocates for Justice and North Carolina Bar Association Member; and, former Special Assistant Counsel to the city of Concord.
Joe’s practice primarily entails Criminal Defense which ranges from handling traffic tickets to defending those criminally accused of serious crimes before juries in Superior Court. Although he has successfully handled various civil matters such as domestic disputes, foreclosures and personal injury actions, he most often finds home in Criminal Court zealously fighting for the innocently accused and skillfully brokering plea negotiations for the guilty. Joe has built, with the aid of his wonderful bilingual staff and loyal law partners, a thriving and large Latino clientele. A past student of both the Costa Rica Learning Academy in San Jose, Costa Rica, and the Don Pedro de Alvarado Spanish School in Antigua, Guatemala, Joe continues to hone his Spanish fluency by interacting daily with the firm’s Latino clients and staff, in addition to his Brazilian-born and raised wife, Simone (though she wishes his Portuguese would improve).
Aside from languages, Joe enjoys traveling, sports, hiking in the beautiful North Carolina mountains and practicing law in his hometown with great partners and staff. He is an active life-long member of First Baptist Church, Concord. He and his wife reside in town with their much adored rottweilers, Caila and Rafi, and rescued puppy-mix, Jingles.
